If you are interested in locating the person or persons who might have arranged for the car smash in Paris, I think one of the best places to look would be amongst those shady millionaires and politicos who surrounded the Princess.

In particular, there is an organization known as "Le Cercle" or the Pinay Circle that would seem to fit the bill very neatly.

"The Circle" is a clandestine covert action wing of the extremely secretive Bilderberg Group. It takes its name from Antoine Pinay, Premier of France in 1951, who attended the inaugural Bilderberg meeting in Oosterbeek, Holland, in May 1954. Pinay formed the Circle around 1969, together with Jean Violet (a lawyer working for the French intelligence service SDECE) and Archduke Otto von Hapsburg (heir to the Austrian throne and leader of the movement for a united Europe).

Pinay secretly began recruiting men of influence as members. Today the Circle’s meetings are heavily composed of former members of various intelligence services, senior military officers as well as politicians, bankers and VIPs with right-wing connections.

"Le Cercle" includes active members in the intelligence circles of both Britain and France. It has helped these agencies to destabilize governments in past. Specifically, it played a role in:

  • Watergate in the US

  • helped to bring down Harold Wilson and Ted Heath in the UK

  • kneecapped Francois Miterrand in France

  • assassinated Olaf Palme in Sweden

  • contributed to the destabilization of Gough Whitlam’s government in Australia

Conversely it helped to raise up and support the governments of Margaret Thatcher and Ronald Reagan and continues to actively support a wide range of interlocking right-wing outfits including:

  • the World Anti-Communist League

  • the Heritage Foundation

  • Western Goals

  • the Freedom Association

  • the Bilderbergers

  • Propaganda Due (P2)

  • Opus Dei

  • the Moonies

  • the Jonathan Institute

The UK members of the Circle are very much involved in the guns-for-drugs trade in Pakistan and Bosnia. Three British members of The Circle -- Jonathan Aitken (Minister of Defence Procurement), Alan Clark (Minister of State for Defence) and Paul Channon (former Secretary of State at the Department of Trade and Industry) -- played central roles in the arms-to-Iraq affair examined by Sir Richard Scott.

Their French counterparts have been up to their necks in scandals as well. Doug Vaughan outlined a brief history of French intelligence in a Fall 1993 article for Covert Action Quarterly. He notes that the Action Service’s Red Hand eliminated dozens of Algerians and their sympathizers during the 1960s. During the ’70s its officers organized coups d’etat in Central Africa, Congo, Nigeria and Mali.

A key member of the Circle, Count Alexander de Marenches, directed the Service for External Documentation and Espionage (SDECE) during the 1970s. His pet project was the "Safari Club," which Vaughan describes as,

"a consortium formed with the secret police of the Shah of Iran, Saddam Hussein of Iraq, Anwar Sadat of Egypt, and the Saudi intelligence service run by Kamal Adham (later famous as a key player in the machinations of the rogue Bank of Commerce and Credit International, BCCI)"

The Safari Club,

"plotted with the Portuguese fascists to overthrow President Sekou Toure of Guinea and to assassinate Amilcar Cabral, leader of the independence movement in Guinea-Bissau. They backed the dictator Siad Barre in Somalia. They tried to kill Libyan Col. Muammar Qaddafi. They schemed to prop up the Shah. They forged a strategic alliance with BOSS, the Gestapo of South Africa’s apartheid -- all in the name of stopping the spread of Soviet influence"

When Francois Mitterand took power in 1981, his socialist government,

"feared, not without reason, that SDECE had degenerated into a haven of fascist hysterics and military retainers inimical to their right to govern. A decree from the Elysee abolished SDECE in April 1982 but established the DGSE under Marion."

As head of the Direction Generale de la Securite Exterieure (DGSE) during the 1980s, Pierre Marion redirected the French spy network toward industrial espionage. Specifically, they focused on supporting Groupe Bull,

"a state-owned holding company that sits at the very center of France’s formidable military-industrial complex."

Groupe Bull, in turn, focused its attention on Honeywell -- a U.S. computer firm that also happens to be the parent company of Alliant Tech Systems, one of the largest manufacturers of landmine products in the world.

Far from competing, it would seem that Honeywell and Groupe Bull formed a partnership. During the 1980s they worked together as subcontractors on several projects, eventually forming a computer firm referred to as Honeywell-Bull.

It would not be inconceivable, then, to say that Groupe Bull works in tandem with Honeywell on certain projects, just as the DGSE often cooperates with CIA. They compete, but they also share some common interests and common enemies.

One of those common enemies may have been Diana, Princess of Wales. Her innocent attempts to support an international ban on the sale of land mines may have cost the makers of American and French landmines many millions of dollars in contracts.

In fact, her death occurred just as the Clinton administration was wrapping up a $400 million arms package for the Bosnian muslims. And the French had just inked a $2 billion oil deal with the Iranians, who may have requested some payments for the oil in the form of arms shipments to Bosnia.

Le Cercle has never hesitated to take "direct action" against people that get in its way. Journalist David Teacher, an investigator of Le Cercle activities, lists a number of known "destabilization" programs in which Circle members are believed to have played a role (see his article "The Pinay Circle and Destabilization in Europe," Lobster 18, UK, October 1989).

These "direct actions" include the CIA’s Operation Chaos and the FBI’s Cointelpro assassination programs; a 1973 coup d’etat in Belgium "planned by gendarmerie officers and extreme-right-wing groups"; a campaign of domestic terror and misinformation "designed" by Alexandre de Marenches, head of the French SDECE, to keep Francois Mitterand from office during the 1974 elections; and the assassination of Sweden’s Prime Minister Olaf Palme by the O3 section of the Swedish intelligence service, SAPO.

Hans Langemann, formerly a senior-ranking officer of Germany’s BND and latterly head of Bavarian State Security, leaked several "Cercle" documents to the German magazine "Kronket" (later featured by "Der Spiegel"). In a secret memorandum dated 8th November 1979 he notes that "[Chairman of Le Cercle Brian] Crozier worked with the CIA for years." He concludes, therefore, "that they are fully aware of his activities."

Further on he advises that Crozier, together with "Dickie" Franks, Director of Britain’s SIS, and Nicholas Elliott, a senior department head in MI6,

"were recently invited to Chequers (the country home of the incumbent Prime Minister; in this case Margaret Thatcher) for a working meeting."

Langemann continues:

"It must therefore be concluded that MI6 is fully aware of, if not indeed one of the main sponsors of" Crozier’s "diverse circle of friends in international politics."

Additional subjects covered in the Langemann papers include,

"international campaigns aiming to discredit hostile personalities or events," the "creation of a (private) intelligence service specializing according to a selective point of view," and the "establishment of offices under suitable cover, each run by a coordinator from the central office. Current plans cover London, Washington, PARIS, Munich and Madrid."

As a person helping to organize an international roadblock to the sale of landmines, Princess Diana could certainly have been classified as an "hostile personality" who had frustrated the aims of some very powerful military members of the Circle. Her companion, Dodi Al-Fayed, was the son of a man who had helped bring down the conservative government in Britain this May.

At least three of the top-ranking members of "Le Cercle" (Dr. Henry Kissinger, billionaire George Soros, and billionaire Jeremy Goldsmith) had direct contact with Princess Diana.

Dr. Kissinger met with Diana in December of last year at a fundraiser for Cerebral Palsy. Lyndon Larouche’s organization portrays Kissinger as the eminence grise of the British Drugs-R-Us racket. According to Barbara Walters, the Princess engaged in a mild and good-humored flirtation with Kissinger. He attended her funeral.

George Soros provided the private planes on which Diana flew to and from Bosnia. He has connections throughout the Balkans and may very well be involved in the recent shipment of arms from Iran to the muslims in Bosnia.

Diana had a longstanding friendship with the Goldsmith family. Andrew Morton’s biographies of the princess contain some brief but interesting references to Diana and the Goldsmiths:

"A few nights before the screening of the programme, scheduled for late June [1994], she attended a party at the Ritz Hotel to celebrate the birthday of her friend, Annabel Goldsmith, and the election of her husband, Sir James Goldsmith, as a Euro MP."

[Diana: Her New Life, p. 202]

"Diana: Her True Story" informs us on page 129 that Mark Shand, the brother of Camilla Parker-Bowles, is married to Clio Goldsmith, "niece of the grocery millionaire."

Just yesterday, the Queen met with Jemimah Goldsmith in Pakistan. The Reuters wire service report, dated October 7, read as follows:

"Princess Diana visited Pakistan three times before she died in a high-speed car crash in a Paris road tunnel alongside her companion, Dodi Al Fayed.

Her highest-profile visit was last May, when she went to raise funds for the cancer hospital in Lahore run by Pakistan cricket hero Imran Khan. Imran and his wife Jemima, daughter of the late Anglo-French tycoon Sir James Goldsmith and a close friend of Diana, were both at the glittering dinner at Islamabad’s presidential palace. "

Sir James Goldsmith’s connections to "Le Cercle" are spelled out in an article by Robin Ramsay titled "Brian Crozier, the Pinay Circle and James Goldsmith," that appeared November 1988 in Lobster, issue No. 17.

For a more complete overview of the Pinay Circle, see "The Pinay Circle: An Invisible Power Network," by David G. Guyatt in vol. 3 No. 5 of Nexus Magazine, August-September 1996.

Guyatt’s article cites Brian Crozier’s book "Free Agent: The Unseen War, 1941-1991" (Harper Collins, London, 1993) and Alan Clark’s "Diaries" (Phoenix Books, London, 1994).

He lists the following people as members of "Le Cercle":

  • NICHOLAS ELLIOT, British SIS/MI6 dept. head

  • WILLIAM COLBY, deceased (?) former Director of CIA

  • COLONEL BOTTA, Swiss military intelligence

  • FRANZ JOSEF STRAUSS, German Defence Minister

  • ALFREDO SANCHEZ BELLA, head of European Operations for Spain’s Secret Service and closely connected to Opus Dei

  • GIULIO ANDREOTTI, former Italian Prime Minister, P2 member and Mafia confidant

  • GEN. ANTONIO DE SPINOLA, head of Portugese putschists

  • SILVA MUNOZ, former Franco minister and senior Opus Dei member

  • MONSIGNIORE BRUNELLO, Vatican prelate and BNG agent

  • STEFANO DELLA CHIAIE, leading member of P2 and Italy’s Secred Service, SID
